The Government, through its Minister of Urban Planning and Housing, decided on Wednesday, April 9, 2025, to ban the construction of houses in certain areas of Kinshasa due to their vulnerability to flooding.
Crispin Mbadu made this decision after chairing a crisis meeting with officials from his administration to assess the recent flooding in Kinshasa. The affected areas include Ngaliema Bay, along the N'djili, Lukunga, Kalamu, Bitshaku Tshaku, Basoko, Makelele, Gombe, and Socopao rivers in Limeté, and the Ndanu neighborhood.
"These areas are now strictly classified as non-aedificandi zones due to their vulnerability to flooding," stated the communications unit of the Ministry of Urban Planning and Housing, reviewed this Friday by the editorial staff of yabisonews.cd.
According to the same source, a circular will be issued shortly to prohibit all construction in these problematic areas. "Officials caught granting unauthorized permits will be subject to severe sanctions, including revocation. An interministerial commission is actively involved in monitoring unauthorised construction, with the strict enforcement of the July 2024 Order," the same source added.
It should be recalled that during a press briefing held on Monday, government spokesperson Patrick Muyaya announced the rehousing of local residents affected by the floods after their identification.
